Barney Frank

Last Wednesday Barney Frank was on The O’reilly Factor and discussed several issues.
One of those issues was about congressional procedure.
He said the reason he and Nancy Pelosi took out the Lieberman/Graham provision which would
ban the release of the highly talked about torture photos was because it violated procedure.
The provision was added to an appropriations bill for funding the Iraq and Afghanistan wars.
Understandable, but why was the “cash for klunkers” provision left in there? What does a tax
incentive for trading in your gas guzzler have to do with funding two wars? Unfortunately Mr. O’Reilly
neglected to ask that question. Can any of you answer that question?
